At one end where the government of India is envisioning building 100 smart cities across the country, Gurgaon – the erstwhile Millennium City’s infrastructure is turning into shambles. More than 250 (over half) of the global Fortune 500 companies either have their India headquarters or one of their important offices in Gurgaon. On the other hand, there are few Indian cities are on the brink as Gurgaon is for there is also a grim and depressing flipside to this city’s story of the boom.
The city either has no or at best partly functional systems for the following services: sewerage, stormwater drainage, solid waste management, water supply, roads, electricity, or local transportation.
More than a decade after the master plan was created to convert Gurgaon into a model urban development center seeking the participation of both the Government (HUDA) and private developers, many aspects of the plan either have not been fulfilled or have undergone prejudicial deviations. External Development Charge (EDC) collected has not been spent for infrastructure development. Many other critical issues of urban development remain to be addressed.
SURGE is an apolitical body, registered under the Societies Act with a focus on addressing the larger and long-term issues relating to the sustainable development of Gurgaon and its environs. SURGE’s membership comprises individuals and corporations who own property and/or reside or have places of business in Gurgaon and its environs.
The membership of SURGE thus has a serious and long-term stake in the development of an environment that is conducive to good quality living, community development, and growth of business and commerce in Gurgaon and its environs.
SURGE seeks to distinguish itself from Resident’s Welfare Associations (RWA) which already exists in most major population centers in and around Gurgaon. These RWAs perform very critical, admirable, and much-needed services for the communities they represent. Rightly the RWAs focus on MICRO issues – the day-to-day problems and issues which require community participation and address.
SURGE’s focus, as stated above, would be primarily on the long-term and larger issues that are MACRO issues relating to the whole of the urban agglomeration of Gurgaon and its contiguous rural areas. It draws upon the expertise and the eminence of its distinguished Board and its membership to promote, direct and influence the efforts of the State and Local Government and the local community towards meeting its objectives.
